Angus Gratton a06929cf29 ci: Fix example Python matching, update ordering check 
For matches like **/*.py we need to place the wildcard last, so that
it can override previous directory matches (otherwise the directory
matches override the wildcard). Relax the check_codeowners.py order
check to allow this.

Angus Gratton 14c7d4965b esp_system: Reconfigure the WDTs at the start of the panic handler 
This is mostly important on ESP32 ECO3 with the
ESP32_ECO3_CACHE_LOCK_FIX, because when we stall the other CPU core
before we disable the TG1 WDT then the first CPU can get stuck
in WDT ISR handle_livelock_int routine waiting for the other CPU.

Angus Gratton 262107691a pthread: Fix pthread_cond_timedwait returning early from timeout 
The reason timeouts would sometimes happen before the abstime deadline was due
to rounding errors converting the timeout to milliseconds, and also because
vTaskDelay(1) only delays until the next tick which is less than one full tick
period.

Regression in ede477ea65 for host tests only - ESP-IDF supports
strlcpy() but strlcpy & strlcat are currently no-ops in the host
tests (to avoid libbsd dependency).
