Add esp_netif_add_static_neighbor() and esp_netif_remove_static_neighbor(),
gated by CONFIG_LWIP_ND6_SUPPORT_STATIC_ENTRIES. These API's let callers
install/remove permanent IPv6->MAC mappings that bypass Neighbor Discovery
(no NS/NA). The calls run in the TCP/IP context and wrap the underlying lwIP
nd6_add_static_neighbor()/nd6_remove_static_neighbor() functions.
Replace nik/nik_valid in wifi_nan_sync_config_t with reset_current_nvs_creds
and use_nvs_for_caching. On NAN start, load the saved own NIK and peer
credentials from NVS (or erase them when reset is requested); generate and
persist a fresh own NIK only when none is valid and caching is enabled.
PASN reuses the SAE module (PWE/crypto and the comeback-token mechanism),
so define CONFIG_SAE whenever SoftAP-SAE or PASN is enabled. This fixes the
undefined references to check_comeback_token()/auth_build_token_req() when
SOFTAP config is disabled.

- Plug ND-PMK derived from KDK into NDP
- prefers paired-peer cached ND-PMK (from PASN pairing complete), when available
- carry ND-PMK metadata in pairing install callback
- Extend PASN key-installed callback payload to include role, mapped NDP CSID
and derived ND-PMK so the NAN layer can populate paired-peer security cache.

1. Move adding of prefix/postfix to the private key to example code.
This is to preserve forward compatibility when more curves are supported.
2. Documentation correction of bootstrapping key configuration.
PMF capable flag in wifi_pmf_config_t is internally enabled,
for devices to be able to connect to WPA3 only AP's without
additional user configuration. But PMF may need to be disabled
for debug purposes or to avoid PMF issues on AP side. Add API
esp_wifi_disable_pmf_config to support this.
While using esp_wifi_set_config, flag pmf_capable defaults to 0.
Users may not bother to enable it, which prevents connection to a
WPA3 AP. Or the AP may reset into WPA3 mode failing the re-connection.
To ensure better security, deprecate the pmf_capable flag and set it to
true internally.

For WPA3 connection nearing PMK lifetime expiry, PMK Cache
needs a re-authentication or the cache will expire. After
current expiry of 12 hours Station ends up sending a deauth
to the AP. An SAE re-authentication also cannot occur without
a disconnection with current implementation. So increase the
PMK lifetime to 100 days for now.

H/W decryption of Mgmt frames was disabled for PMF and done through
S/W. If ESPNOW packets go through this path, it affects backward
compatibility since method of decrypting Mgmt packets is different in H/W.
To address PMF + ESPNOW Co-existance, CCMP decryption method is modified
for ESPNOW packets so that they can be decrypted correctly. Since Tx
of ESPNOW packets can still be done in H/W alongside PMF, no change
required in encryption method in S/W.

1. If Device is connected to AP in WPA3-PSK mode, AP switching
security to WPA2-PSK causes connection failures even after reset.
Fix is to not store WPA3's PMK in NVS for caching.
2. AP switching back to WPA3 causes even more connection failures.
This is due to device not clearing Supplicant level PMK Cache when
it is no longer valid. Fix is to clear the Cache when 4-way handshake
fails and to check Key Mgmt of Cache before using.
3. When AP switches from WPA3 to WPA2, device's PMF config in
Supplicant remains enabled. This may cause failures during
4-way handshake. So clear PMF config in when PMF is no longer used.
WPS can send multiple AP credentials, while existing implementation
will only use the first credentials which could be for the 5G band.
Fix this by passing these credentials to the App and attempting
to connect using each of those. Older Apps will remain compatible
without breaking WPS, but the issue will remain.
