Marius Vikhammer 1db2e04c21 fix(iwdt): increased default timeout if using PSRAM 
Default timeout for interrupt WDT was increased by default
on ESP32, due to some heap integrity check APIs taking a long
time on large PSRAMs and causing timeouts.

But this adjustment was only done for ESP32, not later chips,
even though they may experience the same issue.

Adjusted to have the same behavior on all chips with PSRAM
enabled, making it consistant with the docs.

Recovery bootloader support increased the ESP32-P4 bootloader image enough
that it no longer fits before 0xe000. Moving the partition table to 0x10000
restores slack for CI builds using secure boot and flash encryption together.

Marius Vikhammer 0ab385ab88 fix(ulp): correct target LP memory reservation limits 
The configured maximum should match each target's fixed LP/RTC
reservations so menuconfig does not advertise values that the linker
cannot support.

Keep the linker failure explicit about CONFIG_ULP_COPROC_RESERVE_MEM
because application RTC sections still share the remaining LP/RTC RAM.

Marius VikhammerandClaude Sonnet 4.6 380dde02d0 ci(esp32s31): skip flash_suspend rtc_clk test until runners available 
No esp32s31 boards are registered in the flash_suspend runner pool yet.
The test_rtc_clk_flash test targets all SOC_CLK_TREE_SUPPORTED chips and
creates a flash_suspend CI job for esp32s31 that immediately fails with
no runner assigned. Add a temp_skip_ci matching the existing pattern for
esp32h2.

Marius Vikhammer c34049a323 fix(esp_hal_wdt): reduce IRAM usage of WDT init ROM patch 
The ROM patch for chips missing clock source configuration in wdt_hal_init
was re-implementing the full function in IRAM. Instead, delegate to the ROM
version and only append the missing clock configuration afterwards, saving
~550 bytes of IRAM.
