dd6b6e73e9 fix: Generate new pre-message Message-ID when forwarding
Otherwise if it's forwarded to a device that already has the original message, the pre-message isn't
received and this results in a message having no text and `Forwarded` param.

4d537544ef fix: Emit MsgsChanged, not IncomingMsg, for messages only having special parts (#8157)
An example of such messages is location-only messages.
