Aditya Patwardhan f62e7fd4e8 fix(soc): esp32s3/Fix the DROM_DROM_HIGH limit 
Previously the DROM_HIGH_ADDR for esp32s3 was 0x3D000000, which
    convers only 16 MB of address range. But esp32s3 supports 32 MB
    external memory. So this address should be 0x3E000000

soc

The soc component provides hardware description for targets supported by ESP-IDF.

- `xxx_reg.h`   - defines registers related to the hardware
- `xxx_struct.h` - hardware description in C `struct`
- `xxx_channel.h` - definitions for hardware with multiple channels
- `xxx_caps.h`  - features/capabilities of the hardware
- `xxx_pins.h`  - pin definitions
- `xxx_periph.h/*.c`  - includes all headers related to a peripheral; declaration and definition of IO mapping for that hardware
