b363373758 feat(h264): add ESP32-S31 support to the h264 example 
Add ESP32-S31 as a supported target for the H.264 encoder/decoder
example and bump the esp_h264 component to v1.3.8, which provides
support (prebuilt software library) for ESP32-S31.

- Add sdkconfig.defaults.esp32s31 with SPIRAM/CPU settings
- Update pytest and build-test-rules to cover esp32s31
- Update README and Kconfig help text

c961738157 fix(examples): count periodic IRQs during xip_from_psram flash erase 
Replace the oneshot latency assumption with a 1ms periodic timer that
runs only across a forced dirty-partition erase, and fail if irq_count
falls below 80% of the expected count from erase duration.

8c194a826c fix(nimble): move BTDM defaults to esp32 
BTDM_CTRL_MODE_* exists only on classic ESP32. Shared
sdkconfig.defaults caused unknown-symbol warnings on other targets.

8589d9df25 fix(build): prepare dependents for bootloader_support dropping mbedtls 
bootloader_support is about to stop pulling mbedtls (and app_update) into
every build graph, so components and apps that relied on those transitive
edges must own their dependencies

7a05c18999 change(bt/bluedroid): optimized the HFP example workflow to improve audio quality 
Disabled inquiry scan and page scan after SCO connection establishment
to reduce over-the-air bandwidth usage and improve audio quality by
prevent scan activities from interrupting SCO traffic.
