052f444f32 change(test_apps): decouple netif_components from BUILD_COMPONENTS property 
The BUILD_COMPONENTS build property only exists when building through the
Build system v1 compatibility shim. Query the executable library
interface's linked-components list instead, so the app does not depend on
compatibility-only properties.

38dec0be48 esp-netif: Support non-lwip mode, add test 
It is required to define a mandatory dependency on lwip, so we
introduced esp_netif_stack component and made it require lwip, instead
of directly depending on lwip.
This enables building w-out lwip and support other TCP/IP stacks.
