Move MWDT retention descriptors out of esp_hal_wdt and into esp_system
so the backup policy lives with the watchdog users, while keeping the
per-chip retention sources under the existing port/soc target
directories.
If Task WDT is initialised but not start, the call to esp_timer_stop() in
the reconfigure path returns ESP_ERR_INVALID_STATE and reconfiguring the
Task WDT fails. This isn't the case when the Timer Group is used for Task
WDT.
(This failure cascades into the failure due to disabled interrupts, fixed
in the parent commit.)

- Failures were being masked as function always returned ESP_OK
- In the failure path the spinlock was not unlocked, so interrupts
became permanently disabled.

This refactoring improves the separation of concerns between SOC
capabilities and HAL implementations for timer-related functionality.
This commit replaces the use of portNUM_PROCESSORS and configNUM_CORES
macros in all of ESP-IDF. These macros are needed to realize an SMP
scenario by fetching the number of active cores FreeRTOS is running on.
Instead, a new Kconfig option, CONFIG_FREERTOS_NUMBER_OF_CORES, has been
added as a proxy for the FreeRTOS config option, configNUMBER_OF_CORES.
This new commit is now used to realize an SMP scenario in various places
in ESP-IDF.

This commit deprecates xTaskGetAffinity(), xTaskGetCurrentTaskHandleForCPU()
and xTaskGetIdleTaskHandleForCPU() APIs for IDF-FreeRTOS kernel.
Instead, users are directed to use alternatives. All other
components in IDF using these functions have been updated accordingly.
Task snapshot API were never intended to be called from user code. This commit
makes task snapshot a private API thus moves `#include "freertos/task_snapshot.h"`
to `#include "esp_private/freertos_debug.h"`.
Task snapshot related Kconfig options have also been hidden.
Note: Added 'freertos_common' mapping to ldgen mapping execptions lists due to
inlining of 'freertos_debug.h' functions.
Timers, periodic or not, can now be restarted thanks to esp_timer_restart function.
This is done atomically, which can be used to feed a periodic timer, or simply change the period.
