Return BTM_HCI_ERROR | hci_status from legacy BLE 4.2 GAP HCI command
paths instead of mapping failures to BTM_ILLEGAL_VALUE or
BTM_NO_RESOURCES. Add btm_ble_status_from_hci() helper and propagate
real status through scan start/stop completion callbacks.
- return HCI_ERR_MEMORY_FULL on cmd buffer alloc failure
- remove legacy adv/scan semaphores and mutex
- Use the same legacy gap callback instead of each independent legacy gap event callback

1: add two new apis for classic bluetooth,
esp_bt_gap_set_page_timeout(page_to) and esp_bt_gap_get_page_timeout(),
which can get and set the value of page timeout.
some fixes after modifications:
1. removed the use of waiting_command_t
2. fix assert for HCI write_eir command
3. fixed the crash upon handling command status event when trying to free to the HCI command buffer
4. fixed the issue in transmitting HCI vendor specific commands
5. fixed the lost command complete callbacks for HCI commands LE_RAND and LE_ENCRYPT
For the CID10564,10384,10280,10098,10038,The memory was released in other place.
For the CID10365,it release the memory in the function when sent successfully.
For the CID10268,10011, we need not change the code.
Prevent a remote device from doing a Bluetooth Impersonation Attack
(BIAS) by:
- Preventing remote device to downgrade secure connection
feature mask. Secure connection feature mask should remain same or
increase to enabled in link key generation and authentication.
- Doing a mutual authentication during Legacy Authentication.
