fix(wifi): backport scan and NAN timer fixes to v5.2

- Fix SAE mixed mode classification for AP with FT-PSK AKM
- Use RSN IE key_mgmt instead of merged bitfied for WPA+RSN SAE check
- Enforce MFPR, RSN-only proto and no-TKIP for WPA3-192-bit Enterprise
- Stop NAN timers from re-arming after nan_stop
