feat(bt/ble_uart): Support ble uart more interfaces
- Added tagged event API (ble_uart_evt_t / on_event)
- Added bond management APIs
- Supported custom adv_data / scan_rsp_data
- Validate device_name length synchronously
- Added ble_uart_close_async() and EVT_CLOSED
- Added granular security config (security struct)
- Supported Passkey Entry and Numeric Comparison
