feat(mcpwm): support mcpwm on esp32s31

- Remove duplicate 'MCPWM ETM timer event table' comment (esp32h2, esp32c6, esp32h21)
- esp32s31 clk_tree_defs: add PLL20M enum for MCPWM timer/capture/carrier to match SOC_MCPWM_*_CLKS
