fix(rom): Allow hmac_md5 override for ESP32-C3 and ESP32-S3 ROM functions

- Allow override of hmac_md5 and hmac_md5_vector rom functions
  for esp32s3 and esp32c3

This fixes crash when using hmac_md5 in wpa_supplicant component
