feat(soc): ESP32-S31: enable SOC_ASYNCHRONOUS_BUS_ERROR_MODE

- Enable SOC_ASYNCHRONOUS_BUS_ERROR_MODE to correct MEPC value when debugging.
- Enable gdbstub test_hwloop_jump and test_coproc_registers
