link2xt d6d90db957 feat: new BACKUP2 transfer protocol

New protocol streams .tar into iroh-net
stream without traversing all the files first.
Reception over old backup protocol
is still supported to allow
transferring backups from old devices
to new ones, but not vice versa.

CFFI Python Bindings
============================

This package provides `Python bindings`_ to the `deltachat-core library`_
which implements IMAP/SMTP/MIME/OpenPGP e-mail standards and offers
a low-level Chat/Contact/Message API to user interfaces and bots.
