Alexander Krotov 20182b027e Add quote API 
Sticky encryption rule, requiring that all replies to encrypted messages
are encrypted, applies only to messages with a quote now.

To generate the C Interface documentation, call doxygen in the deltachat-ffi directory and browse the html subdirectory.
