I have removed the Makefile because modern Sphinx Makefile is just a
wrapper for `sphinx-build -M`:
3596590317/sphinx/templates/quickstart/Makefile.new_t
and sphinx-quickstart even has an option `--no-makefile`.
`make.bat` makes even less sense.
In `scripts/build-python-docs.sh` I use `sphinx-build` directly
without `make` wrapper.
- remove usage of "attr.s" across the code
- make msg.set_file() copy a file into blobdir if it isn't already
- regroup tests
- add set_draft/get_draft API
* import python, try to adapt for rust
* add missing wrapper functions

- strike some unused functions from deltachat.h
* adjustments to make tox work
