This is a follow-up to cbe1671104
I changed `apt-get` arguments for x86_64 glibc builds,
but forgot to change it for x86_64 musl, aarch64 glibc and aarch64 musl.
Because of this, `upload-wheels` task failed with a message:

The virtual environment was not created successfully because ensurepip is not
available. On Debian/Ubuntu systems, you need to install the python3-venv
package using the following command.
apt install python3.11-venv
You may need to use sudo with that command. After installing the python3-venv
package, recreate your virtual environment.
```
This commit solves the "error: externally-managed-environment"
which started appearing since Debian 12 release.
`debian` is used as an Docker image to run devpi.
Previously we used tags like "1.109.0" and "py-1.109.0".
Since Python bindings are always released
at the same time as the core,
it is easier to use a single tag for them.
"v" prefix is added to make matching by "v*" easier
in CI and scripts.
musllinux images miss PyPy interpreters,
we want to skip building PyPy wheels for musl
instead of failing the build.
Also remove workaround from CI scripts.
Remove unused docker-doxygen Dockerfile.
Switch scripts/run-doxygen.sh from bash to sh.
Use docker.io/alpine image instead of unsupported hrektts/doxygen
