f6de23738d build: increase MSRV to 1.74.0

04f68fddd9 Go back to Rust 1.61 
as 1.65 makes the iOS build fail.

For Android, it would actually be enough to go back to 1.64, but let's
try what's needed for iOS.

4df588668a Bump MSRV to 1.61.0 
This is required by `image` crate.

Also update current Rust version to 1.65.0.
