87c333ff7a Always optimize dependencies 
They are only built once, but the time of
`cargo nextest run` is reduced by around 40% as a result.

76893df5bd Remove the nightly PGP feature 
This was to test pgp early on, but that's not deltachat's business.
If needed the PGP project can always do this with patching.
