Subject: [PATCH] api: deprecate CFFI APIs `dc_send_reaction()`,
 `dc_get_msg_reactions()`, `dc_reactions_get_contacts()`,
 `dc_reactions_get_by_contact_id()`, `dc_reactions_unref` and `dc_reactions_t`

this is now done with jsonrpc via
`dc_jsonrpc_request()` or `dc_jsonrpc_blocking_call()`
using the methods `send_reaction` and `get_message_reactions`
